Police Pamphlet Taker

I took this shot as I was walking by to go out the turnstiles. At first I thought the guy was getting a fair evasion ticket from the cop but then I realized he was taking an awareness pamphlet or something. I made sure the cop didn’t notice me taking the pic, just in case, lol.
